Terming the curbs imposed by the college authorities as unwarranted, a bench of Justices Sanjiv Khanna and Sanjay Kumar asked the Chembur Trombay Education Society, which runs the N G Acharya and D K Marathe College, whether it would ban ‘bindi’ and ‘tilak’ also on the campus. Justice Kumar asked the counsel appearing for the society, how was the college empowering girl students by issuing such a circular. The SC, however, clarified that burqas will not be allowed inside classrooms and that no religious activities should occur on campus. In a significant move, the Centre on Friday said it will not implement the Supreme Court’s proposal of carving out the creamy layer within the reservations for Scheduled Castes (STs) and Scheduled Tribes (STs). The decision was taken at a Cabinet meeting chaired by Prime Minister Narendra Modi on Friday . Announcing the decision, Minister of Information and Broadcasting Ashwini Vaishnaw said that there is no concept of creamy layer in SC/ST reservation under Baba Saheb Ambedakar’s principles. “The Cabinet has taken a well-thought decision that the provisions for SC/ST reservations will be in tune with Ambedkar’s principles,” he said. “In the Cabinet meeting chaired by PM Modi today, we discussed the issue of the SC ruling on sub-categorisation and creamy layer in detail. Has there been such an audit statewide? Has there been a district-wise study regarding the natural resources available, asked the court. A division bench comprising Justice A K Jayasankaran Nambiar and Justice Syam Kumar V M said if the government undertakes an environmental audit and geo-mapping, it could be a starting point for assessing the use of water and other resources in ecologically fragile areas. It will also enable the government to revisit and reformulate policies on allowing quarrying and other developmental activities in such areas, the court said, while considering a case initiated suo motu in connection with the July 30 landslides in Wayanad. The court appointed senior advocate Ranjith Tampan as amicus curiae to assist the court in the case. It also sought suggestions from the amicus curiae regarding the existing policies and whether any change is required. The court noted that once the government carries out the audit, it can formulate policies based on it. Official sources said the prime minister will arrive in Kannur around 11am, from where he will undertake an aerial survey of the landslide-affected areas. The aerial inspection will be followed by a visit to the landslide sites around 12.15pm. There, the PM will be briefed by rescue forces about the evacuation efforts. The PM will also personally oversee the rehabilitation work. In addition to the site visit, the PM will visit a relief camp and a hospital, where he will meet victims and survivors of the landslides. In the Bill moots up to 4 nominees per bank account D I PA K M ON D AL @ New Delhi MINISTER of State for Finance Pankaj Chaudhary on Friday introduced the Banking Laws (Amendment) Bill, 2024 in the Lok Sabha, proposing simultaneous and successive nominations of up to four nominees for each bank account. The move is aimed at offering greater flexibility and convenience for depositors and their legal heirs, especially concerning deposits, safety lockers and articles in safe custody . Successive nomination means having multiple nominees in a particular order. If the first nominee is not available for claiming the funds, the second nominee is called on, and so forth. Simultaneous nomination means multiple nominations with deposits divided into pre-defined proportions. In case of the simultaneous nominee, the bill says the nomination must explicitly mention the proportion of deposits in percentage in favour of each nominee. The nominations must be made for the whole amount. The bill has enabling provisions to transfer unclaimed dividends, shares, and interest or redemption of bonds to the Investor Education and Protection Fund, allowing individuals to claim transfers or refunds from the fund, thus s a f e g u a r d i n g i nve s t o r s ’ interests. The bill proposes to extend the tenure of directors in cooperative banks from 8-10 years.
