Climate conference ends with fund promise of $300 bn a year SNEHASIS SUR BAKU, 24 NOVEMBER The developed countries agreed to a quantum of 300 billion USD per year for climate finance as against a demand of 1 trillion USD made by the developing nations as the climate conference ended in the wee hours of Sunday, after getting extended by a day. However, there is still confusion whether the 300 billion USD will be granted from the public finance of the developed countries or it will also be sourced from business sector, non government organisations, banks snd financial institutions. The negotiations and the tug of war between the North and South continued even till late Saturday evening and the delegations from the developing countries and island nations walked out even before the plenary session. The developing countries once again managed to shirk the responsibility of cleaning up the world’s pollution, the biggest cause of which is their rapid industrialisation in the past and the developing nations are made to suffer for that at present and also in the days to come. The UN secretary general Antonio Guetress said in a statement issued after the conference: “An agreement at COP29 was absolutely essential to keep the 1.5 degree limit alive. I had hoped for a more ambitious outcome ~ on both finance and mitigation ~ to meet the great challenge we face. But this agreement provides a base on which to build. It must be honoured in full and on time. Commitments must quickly become cash. All countries must come together to ensure the top-end of this new goal is met”. The executive secretary of the United Nations Framework of Climate Change Conference (UNFCC), the organiser of the conference said in the closing plenary: “It has been a difficult journey, but we've delivered a deal. This new finance goal is an insurance policy for humanity, amid worsening climate impacts hitting every country. But like any insurance policy, it only works if premiums are paid in full, and on time. Promises must be kept, to protect billions of lives. This deal will keep the clean energy boom growing, helping all countries to share in its huge benefits: more jobs, stronger growth, cheaper and cleaner energy for all.” In the last COP, the target for use of renewable energy had a triple increase and this COP has shown a three-fold growth of climate finance. But the reality will depend on whether the funds are released and made available to the right party for the right cause to save the planet.
