According to Parab's advocate, Dipashree had returned Rs 25 lakh to the victims after consistent follow-up. Parab claimed that he had given the money to Dipashree to secure a job for his daughter. Dipashree has been arrested by the police in connection with the scam. Sawant said that only 30 per cent of the coastal panchayat bodies have effective waste disposal, treatment and management system in place. “This is a serious issue. The local bodies have got enough funds under 15th Finance Commission and under Swachh Bharat Mission. However, there is a lack of utilisation,” he said. Sawant stated that the State government would take direct oversight of waste disposal and treatment activities in these panchayats moving forward. The last revision took place in 2016. In an notification issued last month, the Environment department, following decision by the Goa State Pollution Control Board (GSPCB), has revised fees under various Rules that include Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016, the E-waste Management Rules, 2016, the Solid Waste Management Rules, 2016, and the Plastic Waste Management Rules, 2016. The fee for authorisation under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016, Under E-Waste Management Rules and Under Solid Waste Management Rules, 2016, it is Rs 15,000, respectively. This means that if you want to handle, store or dispose of hazardous or e-waste or solid waste you need to pay Rs 15,000 to the GSPCB. For those seeking to manufacture, stock, distribute, sell, import or use plastic carry bags, plastic sheets or plastic packaging, the fee for fresh registration has been fixed at Rs 5,000 with one-year validity and Rs 15,000 for subsequent renewal application for three years. The Board will levy a fee of Rs 5,000 for issuing quarterly certificates for compliance for imports and to industrial units registered with it. The Chief Minister’s remarks >Continued on P5 PANAJI In a bid to provide a helping hand to the working mothers, the State government will soon be starting crèches or ‘Palna Ghar’, across nine talukas, where the children from one year and above would be taken care. This is being done as part of the Central government’s Palna scheme. The Directorate of Women and Child Development (WCD) will be establishing these crèches either in Anganwadi centres or stand-alone facility. Sources informed that the department has planned crèches in Canacona (Bhikarwada), Cuncolim (Sanvorcotto), Quepem (Condi), Sanguem (Tarimol), in South Goa and in North – Bicholim (Varchawada), Pernem (Bironda), Porvorim (police quarters), Panaji (Boca-de-Vaca) and Valpoi (Betkekar Wada). Sources said that the Union Women and Child Development Ministry aims to establish 17,000 crèches in Anganwadi centres across the country and these are part of those sanctioned crèches. The scheme focuses on children of 6 months to 6 years, of working women in rural and urban areas who are employed for a minimum period of 15 days in a month, or Govt employees to vacate quarters in 6 months of retirement PANAJI: The State government has amended the general pool residential accommodation allotment rules and has made it mandatory for officials to vacate the allotted quarters within a maximum of six months from the date of retiring or being transferred. >> See pg 3 six months in a year. “The Palna scheme is a sub-scheme of the Mission Shakti programme that provides day care facilities for children of working mothers. The Ministry has released a National Minimum Standards and Protocol for crèches that provides guidelines for setting up and operating crèches and the same has been followed by the State.
