This came hours after they met Congress president Mallikarjun Kharge at his residence, and Leader of Opposition in Lok Sabha Rahul Gandhi a few days ago. (P8) nion Home Minister Amit Shah on Friday released the BJP manifesto for the upcoming Jammu and Kashmir Assembly election, asserting that Article 370 is a thing of the past and it will never return. Citing the abrogation of Article 370 as one of the major achievements of the Narendra Modi government in its manifesto, the saffron party promised eradication of terrorism and separatism from Jammu and Kashmir. Among the other key promises, the BJP also mentioned a rehabilitation scheme for Kashmiri Pandits in its manifesto. The BJP has also promised that it will provide 20 per cent quota for Agniveers in Jammu and Kashmir government jobs and police recruitment, and will follow the JammuKashmir reservation policy without affecting the general quota. The Union Home Minister further stressed that Jammu and Kashmir has always been part of India and that the government is focused on fighting terrorism and separatism. "Our party believes that J&K has always been part of India and it will remain so. Till 2014, J&K always remained in the shadow of separatism and terrorism. Different state and non-state actors kept the state unstable. All the governments dealt with the state with a policy of appeasement. He said that people of India belong to a culture that considers water as a form of God, rivers as Goddesses and Sarovars (ponds) as abode of Gods. “Ganga, Narmada, Godavari and Kaveri are revered as mothers.” he said. Quoting ancient scriptures, the Prime Minister explained that saving and donating water is the highest form of service as all life forms begin from water, and are dependent on it.The Prime Minister said that India’s ancestors knew the importance of water and environmental conservation. Referring to a couplet by Rahim Das, he said the country was farsightedness about water. There is therefore need for the country take the lead when it comes to water and environment conservation, he said The Prime Minister highlighted that ‘Jal Sanchay Jan Bhagidari’ initiative was starting from Gujarat. Efforts have been made for ensuring accessibility and availability of water. But none can forget the situation in Saurashtra two-and-a-half decades ago when previous governments lacked the vision of water conservation. these ten years after 2014 will be marked as a golden period for the state." Speaking about the rehabilitation scheme for Kashmiri Pandits mentioned in the party's manifesto, Mr Shah said the scheme will be very detailed adding that "we will look for complete rehabilitation". The Union Home Minister said many Kashmiri Pandits and people from the Sikh community who left when terrorism was at its peak were forced to sell their properties. “We have already started working in this regard - either returning their properties or providing the amount for their properties. We are towards the completion of rehabilitation of 6,000 people," Mr Shah said about the scheme. Focusing on women-led development in the UT, the BJP has promised to implement 'Maa Samman Yojana' to provide Rs 18,000 per year to the senior-most woman in every household in Jammu & Kashmir. Bajrang Punia, meanwhile, has been appointed working chairman of the All India Kisan Congress. Governor refers Aparajita Bill to President AGENCIES KOLKATA, 6 SEPTEMBER West Bengal Governor C.V. Ananda Bose has referred the Aparajita Woman and Child (West Bengal Criminal Laws Amendment) Bill to the office of President Droupadi Murmu for the latter's consideration, the Raj Bhavan announced on Friday. The Bill, which seeks the death penalty for convicts in rape and murder cases or in cases of rape where the victim is left in a vegetative state, was passed by the West Bengal Assembly unanimously on 3 September. The Bill was brought in the wake of the recent rape and murder of a junior doctor at the R G Kar Medical College and Hospital. Chief secretary Manoj Pant met the Governor on Friday and in the afternoon, the mandatory technical report was made available to Raj Bhavan According to a statement issued by the Governor's office, the bill has been referred for Presidential consideration on receipt of the mandatory technical report from the state government. However, at the same time, the Governor's office expressed its displeasure over the failure of the state Assembly Secretariat in providing the text of the debates and its translation as required under the rules. “At the end of acrimonious debates, mutual accusations, political threats and ultimatum, the Chief Minister had threatened dharna outside of Raj Bhavan if the Bill is not assented to by the Governor. The Governor took umbrage at the intimidatory stance of the CM and admonished the government for their failure in observing legal and constitutional propriety," the statement read. On Friday, newly-appointed Chief Secretary Manoj Pant met the Governor and in the afternoon the mandatory technical report was made available to the office of the Governor by the state government.
