He was speaking at Dras to mark 25 years of the victory in the Kargil conflict. Modi attended a ceremony at the Kargil war memorial to pay homage to the soldiers who lost their lives in the IndiaPakistan conflict in 1999. In lauding the Agnipath scheme, Modi has sent a signal to NDA allies JD(U) and the Lok Janshakti Party (Ram Vilas), which had called for a review of the scheme days ahead of the government formation in the first week of June. The Opposition, including the Con- gress and the Samajwadi Party, have been critical of the scheme and have sought that it be scrapped. The regulator has come out with a list of 25 guidelines on the prevention of apron/ramp- 25 GUIDELINES FOR OPERATORS, APRON CREW ■ DGCA has asked operators to form safety teams, ensure staff training with conducive duty hours, adequate rest ■ They will ensure proper signs, markings and lighting in aircraft parking areas, taxiways and service lanes ■ Vehicles, except for emergency, to have speed governors, anticollision lights and two-way communication with controllers related incidents.
