Further, intra-railway supplies are also being exempted. Another key announcement that the minister made is that now hostels which are for students but are not in educational institutions are also getting exempted. The minister said that the service by way of hostel accommodation is presently not exempted, which are provided to students if they are outside of educational institutions. If they are within the educational institutions, then they are already exempted. Hostels which are for students which are within an educational institutions are already exempted. The Finance Minister further said: "Council recommended to prescribe a uniform rate of 12per cent on all milk cans meaning steel, iron, aluminium which are irrespective of the use. They are called milk cans but wherever they are used that will be the rate applicable so that no disputes arise out of it.” The council also recommended to prescribe a uniform GST rate of 12per cent on all carton boxes and cases of both corrugated and noncorrugated paper or paper board. STATESMAN NEWS SERVICE NEW DELHI, 22 JUNE he Ministry of Education on Saturday said it has formed a high-level committee of experts, headed by former ISRO chief K Radhakrishnan, to ensure transparent, smooth and fair conduct of examinations through the National Testing Agency (NTA). The decision comes amid the ongoing crisis around irregularities in holding competitive examinations. In a late night development, the government also shunted out the NTA’s director general, Subodh Kumar T Singh, and placed him on ‘compulsory wait’. In a statement, the Ministry of Personnel announced that Mr Singh, who was the director general of the NTA, has been replaced by retired Indian Administration Service officer Pradeep Singh Kharola. Mr Kharola. Chairman and MD of the India Trade Promotion Organisation, has been given additional charge as the Director General of the NTA till the appointment of a regular incumbent. The NTA is facing criticism over alleged irregularities in this year's National Eligibility-cum-Entrance Test (Undergraduate) exam, Amid the ongoing row over the alleged malpractices in conducting the NEET and UGC-NET examinations, the Centre has notified the Public Examinations (Prevention of Unfair Means) Act, 2024, to prevent paper leaks and cheating. The Act, passed in February this year, prohibits disclosing exam-related confidential information before time, and unauthorised people from entering exam centres to create disruptions. According to the new stringent law which came into effect on 21 June, any even as the UGC-NET exam was cancelled due to apprehensions that its integrity had been compromised. This has led to protests across the country with protesters and political parties demanding to disband the NTA. Dr. K. Radhakrishnan, who heads the newly appointed seven-member committee, is former Chairman, ISRO and chairman BoG, IIT Kanpur. NEW DELHI, 22 JUNE With the partial notification of the Telecommunications Act, 2023, starting from 26 June, the central government will have the authority to control any telecommunications services or networks during emergencies. The Central government on Friday partially notified the Telecommunications Act, intended to replace centuryold colonial laws, making sections 1, 2, 10 to 30, 42 to 44, 46, 47, 50 to 58, 61 and 62 of the new law effective from 26 June. Among other key provisions,Section 20 of theTelecommunications Act 2023 stated that the central government of a state government will be able to take control of any telecommunications services or networks in times of emergency after the implementation of the Act. On the occurrence of any public emergency, including disaster management, or in the interest of public safety, “the Central Government or a State Government or any officer specially authorised in this behalf by the Central Government or a State Government can take temporary possession of any telecommunication service or telecommunication network from an authorised entity; or provide for appropriate mechanisms to ensure that messages of a user or group of users authorised for response and recovery during a public emergency are routed on priority,” according to the Sector 20 of the Act.Any telecom player who wants to establish or operate telecommunication networks, provide services or possess ratio equipment will have to be authorised by the government. “The Telecommunications Act, 2023 aims to amend and consolidate the law relating to development, expansion and operation of telecommunication services and telecommunication networks; assignment of spectrum and for matters connected therewith,” said the Department of Communication (DoT). The Telecommunications Act, 2023 seeks to repeal existing legislative frameworks like Indian Telegraph Act, 1885 and IndianWireless Telegraph Act, 1933 owing to huge technical advancements in the telecom sector and technologies.The Act also provides measures for protec- tion in many areas such as Green partnership, Digital Partnership, Blue Economy, Space and 'Maitri Satellite'. Mr Modi said the two countries have decided to start negotiations at the technical level for the renewal of the 1996 Ganga Water Treaty. He said the two countries also propose to take their economic relations to new heights and have agreed to start negotiations on a Comprehensive Economic Partnership Agreement (CEPA). Sheikh Hasina, on her part, described India as a major neighbour, trusted friend and regional partner of Bangladesh. “Bangladesh greatly values our relations with India, which were born during our war of liberation in 1971. The committee's mandate has more to do with the management of water flow than water sharing. On the decision to enhance defence cooperation between the two countries, Mr Kwatra said India will help Bangladesh’s armed forces in modernisation and capacity-building. India will also see how it can fulfil the needs of the Bangladeshi forces. The MoU between the two countries, he said, pertains to cooperation concerning military education in the field of strategic and operational studies.
